| English abstract | This study aims to explore proposals derived from two approaches of an economic inspiration pertaining to the distribution of decision-making authority for public policy-making and implementation in federative governmental systems. The methodological approach was a bibliographical review based on key conceptual references for each of the above approaches – both that focusing on horizontal bargaining between local entities and that prescribing the construction of vertical incentives by the national sphere – implying concentration of decision-making authority in one of the poles in federative bargaining, in the face of which the author proposes overall parameters and requirements to be incorporated into an agenda focused on the construction of institutions for federative coordination |
| Other abstract | Dans cet article, on cherche à explorer des propositions issues de deux approches d'inspiration économique concernant la distribution de l'autorité décisionnelle pour la formation et l'implantation des politiques publiques dans des systèmes fédératifs. L'outil méthodologique en est l'examen de la littérature à partir de références conceptuelles capitales pour chacune des deux approches. On en conclut que les deux, autant celle qui privilégie des tractations horizontales entre personnes d'un même lieu, que celle qui recommande la construction d'aides verticales dans le domaine national, impliquent une concentration de l'autorité décisionnelle dans l'un des pôles des accords fédératifs, en vue de quoi on propose des paramètres et des requêtes généraux à incorporer dans un calendrier orienté vers la construction d'institutions de coordination fédérative |
