| English abstract | Based on a painstaking empirical reconstitution, the article proposes an analytical framework for comparative analysis of the Nova República's reform initiatives in housing, health, and social welfare. Ignoring their specificities, literature on this issue has grouped these three policies under the homogenizing concept of "social policy". The articles central argument is that these three areas constitute distinct arenas of interest mediation and that the results of reforms within each arena can be explained in terms of such specificities. The text also analytically explores the role of institutional arrangements and organizational constraints as variables underlying the failure of the Nova República's reforms |
| Other abstract | C'est à partir d'une minutieuse reconstitution empirique des initiatives de réforme dans les domaínes du logement, de la santé et de la sécurité sociale faites au cours de la Nouvelle République que ce texte offre un tableau analytique destiné à en permettre une analyse comparative. La littérature concernant cette thématique réduit ces trois politiques en les désignant sous le terme homogénéisateur de politique sociale. Elle ignore par là ses spécificités. Selon l'argument central de ce travail, ces trois domaines constituent, au contraíre, des arênes sectorielles distinctes d'intermédiation d'intérêts. Les résultats de réformes qui y sont entreprises peuvent être expliqués par leurs spécificités. Le texte explore aussi d'un point vue. analytique le rôle des arrangements institutionnels et les contraíntes organisationnelles qui constituem des variables explicatives de l'échec des réformes de la Nouvelle Repúblique |
