| English abstract | The present war between Russia and Ukraine has stunned a very large group of Western academics and diplomats. However, faced with the then "unexpected" annexation of Crimea, which took place in 2014 and the beginning of the confrontation in Donbass, such a stance would be at least reckless. This analysis tries to explain the origins of the problem departing from the empirical complexity of the Russian-Ukrainian relationship and the theoretical incapacity of the discipline of international relations to perceive the vicious circle between identities and interests, which caused the current situation. This is achieved through the reading of academic texts, journalistic articles and official documents about the relationship between Ukraine, Russia and NATO, in light of the importance of the state identities as the cause of the conflict. By way of conclusion, it is suggested that the more adequate alternative to immediately ending the violence would be the unilateral declaration by NATO of a moratorium on the entry of new members for a very long period, and the commitment to start negotiations on the military neutrality of Ukraine |
| Portuguese abstract | A presente guerra entre Rússia e Ucrânia aturdiu um grupo bastante representativo de acadêmicos e diplomatas ocidentais. Entretanto, frente à "inesperada" anexação da Crimeia, ocorrida em 2014, e o início do confronto no Donbass, tal postura seria no mínimo incauta. Esta análise de conjuntura tenta dar conta das origens do problema a partir da complexidade empírica da relação russo-ucraniana e da incapacidade teórica da disciplina de relações internacionais em perceber o círculo vicioso entre identidades e interesses, o qual foi fundamental para chegarmos à situação atual. Isso é feito por meio da interpretação de textos acadêmicos, matérias jornalísticas e documentos oficiais sobre a relação entre Ucrânia, Rússia e a OTAN, à luz da importância das identidades estatais dos atores como causa para o conflito. À guisa de conclusão, sugere-se que a alternativa mais adequada para cessar a violência imediatamente seria a declaração unilateral da OTAN de uma moratória ao ingresso de novos membros, por um prazo bastante estendido, e o comprometimento de se iniciarem negociações sobre um estatuto de neutralidade militar da Ucrânia |
