| English abstract | The following article proposes to contribute to the reflections on current geopolitical disputes in relation to South American regional integration processes. From a multi-scale approach, we address the case of the Paraguay-Paraná waterway in the La Plata Basin in order to identify and problematize a network of actors and interests linked to the Argentine productive circuit and global value chains. This analysis is framed within a historical process of territorial fragmentation that has been occurring in the region, based on the predominance of the accumulation logics of financial capitalism. Previous research on the regional integration processes of the first two decades of the 21st century is recovered and a dialogue is held with specialized bibliography, in order to approach the current accumulation strategies that today stress the territories and to situate them in the light of historical processes. These processes account for geopolitical reconfigurations and disputes over world order, with the rise of China and the decline of the United States as central aspects to be explored. Together with the restructurings within global capitalism and regional dynamics as seen from Argentina and the region, these processes raise questions and debates to which we seek to contribute. |
| Spanish abstract | El siguiente artículo propone aportar a las reflexiones sobre las disputas geopolíticas actuales en relación con los procesos de integración regional sudamericana. Desde un enfoque multiescalar, abordamos el caso de la hidrovía Paraguay- Paraná en la Cuenca del Plata para identificar y problematizar una trama de actores e intereses vinculados al circuito productivo argentino y a las cadenas globales de valor. Dicho análisis se enmarca en un proceso histórico de fragmentación territorial que viene ocurriendo en la región, a partir del predominio de las lógicas de acumulación del capitalismo financiero. Se recuperan indagaciones previas sobre los procesos de integración regional de las dos primeras décadas del siglo XXI y se dialoga con bibliografía especializada, para aproximarnos a las estrategias actuales de acumulación que hoy tensionan los territorios y situarlas a la luz de procesos de carácter histórico. Estos dan cuenta de las reconfiguraciones geopolíticas y las disputas por el orden mundial, con el ascenso de China y el declive de Estados Unidos como aspectos centrales a explorar. Junto con las reestructuraciones en el seno del capitalismo global y las dinámicas regionales vistas desde Argentina y la región, estos procesos arrojan preguntas y debates a los que buscamos contribuir. |
