| Spanish abstract | En este texto se presenta un estudio sobre el funcionamiento de la protección civil en el nivel de gobierno municipal. De acuerdo con el Sistema Nacional de Protección Civil, el municipio es la primera instancia encargada de mitigar los riesgos, prevenir y atender desastres. Asimismo, el artículo 115 constitucional le confiere al municipio facultades y competencias relativas al ordenamiento territorial, actividades vinculadas con el manejo de riesgos y desastres; aun así los municipios enfrentan serias dificultades para prevenir y atender desastres. A partir del estudio de cinco procesos de riesgo–desastre en municipios mexiquenses se trata de comprender la forma en que los gobiernos municipales actúan frente a los riesgos y desastres y qué implicaciones tiene que la protección civil sea una política pública descentralizada |
| English abstract | This text presents a study about the operation of Civil Protection at the level of municipal government. According to the National System of Civil Protection, the municipality is the first instance responsible for mitigating risks, prevention and care disasters. Likewise, the constitutional article 115 gives the municipality competences related to land use planning, activities related to the management of risks and disasters; however municipalities face serious difficulties to prevent and respond to disasters. From the study of five processes of risk–disasters in municipalities of the State of Mexico it is studied the way in which municipal governments act against risks and disasters and what implications has that civil protection is a decentralized public policy |
