Spanish abstract Recientemente se empieza a difundir la certeza de que las ciudades ofrecen condiciones favorables al desarrollo humano sostenible cuando se vinculan a estrategias de acción cultural que promueven la ciudadanía en todos los ámbitos. Esta opinión se refleja en los convenios relativos a los derechos culturales y de conservación del patrimonio. Con base en esto, analizo cómo el resguardo de los valores culturales está en peligro y para ello introduzco la noción del “urbicidio”, concepto que permite reflexionar sobre la destrucción del patrimonio cuando se desprecian los derechos urbanos. Además, examino el vínculo entre el menosprecio al Derecho a la Ciudad- que es el derecho colectivo de quienes allí viven a disfrutar de las ventajas de la vida urbana, incluyendo libertad, cohesión social, derechos individuales y de expresión, construcción de identidades colectivas y tolerancia por la diversidad cultural y la posibilidad de los ciudadanos de conservar su memoria histórica y su identidad. Incluyo reflexiones dirigidas a orientar la gestión del patrimonio hacia la defensa del espacio público, los derechos urbanos, y el patrimonio cultural en ciudad de Panamá, como elementos imprescindibles para lograr desarrollo humano y sostenibilidad social, además de contribuir al fortalecimiento de la identidad panameña
English abstract Recently, a notion has been presented that cities offer favorable conditions for sustainable human development when linked to cultural strategies. The idea that [cultural strategies] promote citizen participation has become popular among scholars and developers. This is due to a number of needs specific to urban societies. Included in these requirements are the demands to not only satisfy basic human needs, but also those related to project creation activity. Based on the aforementioned, an analysis is develop focusing on how the City and its cultural values are in danger. The analysis yields the concept of “urbicide”. This concept exposes the destruction of the national patrimony when urban rights are ignored. Emphasis must be put on the link between the lack of respect towards the rights of the city and the possibility of citizens preserving their historical memory and cultural identity. These rights are collective, and include among others; the right to enjoy the advantages of an urban lifestyle, basic human freedoms, social cohesion, freedom of speech, the construction and growth of collective identities and the tolerance of other cultures. Given the role of the state to manage the national patrimony, it is important that states proceedings are carried out within the established legal framework. The states action should define objectives and identify national patrimony and areas subject to protection and preservation. There exist several opinions related to managerial styles that focus on safeguarding the cultural value of an historical zone. Additionally, preservation of the national patrimony also comes under review in these divergent managerial styles. Management of a national patrimony should be explained within the context of a culturally directed policy that restores the city as a place of diverse encounters and harmonious coexistence.
