| English abstract | This paper sought to expand research on the Legislative Studies in Brazil - relationship Executivo-Legislativo - in the municipal field , especially in the northeast, of which there are few published studies. The objective was analyze the use of Laws Projects in the period 2001-2012 in the city of Salvador, to understand the dominance rate and the success rate of the laws. The results showed that the average executive success rate was 73,3%, a value that approached the success of the federal Executive. The dominance rates results varied: 2001-2004 , 13,9 % ; 2005-2008 , 6,7% ; 2009-20012 ,12% . These averages diverged from work in Congress : between 1989-2004 the average rate of Executive dominance was around 85,6 % . In the final considerations, we have pointed out that the evidence showed that it is important to local councilors the public visibility regarding the use of projects, because the political image projected to the citizens is how much was active in the construction of the propositions, Regardless of the final outcome of them. | Portuguese abstract | Esse paper buscou ampliar a pesquisa sobre os Estudos Legislativos no Brasil - relação Executivo-Legislativo - no campo municipal, sobretudo no nordeste, do qual há poucos pesquisas publicadas. O objetivo foi analisar a utilização dos Projetos de Leis, no período de 2001 a 2012, na cidade de Salvador, para compreender a taxa de dominância e a taxa de sucesso das leis. Os resultados mostraram que a média da taxa de sucesso do Executivo foi de 73,3%, valor que se aproximou da taxa de sucesso do Executivo federal. Quanto as taxas de dominância os resultados variaram: 2001-2004, 13,9%; 2005-2008, 6,7%; 2009- 20012, 12%. Essas médias divergiram dos trabalhos no Congresso: entre 1989-2004 a taxa média de dominância do Executivo girou em torno de 85,6%. Nas considerações finais, apontamos que as evidências mostraram que importa aos vereadores a visibilidade pública quanto ao uso dos projetos, pois a imagem política projetada para os munícipes é o quanto foi ativo na construção das proposições, independentemente do resultado final delas.
