| Spanish abstract | Este artículo analiza la importancia de la reforma del marco constitucional regulatorio del sistema presupuestario realizada en 2004, en el contexto de la redistribución del poder político, a partir del proceso de cambio reciente en México. Se propone que esas son las variables explicativas del perfil redistributivo del presupuesto en los últimos gobiernos sin mayoría, y que ese perfil ayuda a comprender tanto el constante cuestionamiento al cual ha sido sometido en los últimos años, así como la disputa entre los actores políticos para influir en su aprobación |
| English abstract | This article argues that the 2004 reform of the constitutional framework of the Mexican budgetary system and the quest for new power among the political actors in the context of political change are the keys to understand the new institutional and political frame for the approval of the federal budget in Mexico. It also proposes that the Mexican federal budget has acquired a distributive profile under last minority governments, and that its legislative approval has also became an opportunity for political struggle for power |
