| English abstract | This article aims to examine the relationship between urban planning and social function of property and the city under the Federal Constitution of 1988 and regulated by the Statute of cities. For this is needed before understand what it means urban planning, a brief history on the stages of planning shows that even cities face problems as originally planned urban expansion and provision of infrastructure and urban services, despite the instruments used, the reality fática imposes on local governments to immediate solution of problems that interfere with the planning of medium and long term. The Brazilian reality examined from Goiania allows noted that the planning is still the best way for solution of urban issues and to the achievement of the social function of the city |
| Portuguese abstract | Este artigo pretende analisar a relação entre planejamento urbano e a função social da propriedade e da cidade prevista na Constituição Federal de 1988 e regulamentada pelo Estatuto das Cidades. Para isto é necessário antes compreender o que significa planejamento urbano, um breve histórico sobre as fases de planejamento demonstra que mesmo cidades originalmente planejadas enfrentam problemas quanto à expansão urbana e oferta de infraestrutura e serviços urbanos, a despeito dos instrumentos utilizados, a realidade fática impõe aos governantes municipais a solução imediata de problemas que interferem no planejamento de médio e longo prazos. A realidade brasileira analisada a partir de Goiânia permite observar que o planejamento ainda é o melhor caminho para solução das questões urbanas e para o atingimento da função social da cidade |
