| Spanish abstract | A través de este artículo se estudia la relación entre la crisis interna boliviana y las ofensivas del Presidente de Bolivia en contra de Chile por la demanda marítima, con el propósito de comprobar la existencia de una causalidad entre ambos. Por un lado, al analizar los sucesivos cambios institucionales a nivel político y económico, entendidos como factores que afectan la estabilidad interna boliviana, se vuelve imposible cualquier análisis que utilice un mismo criterio para justifi car los desencuentros que Bolivia y Chile han tenido en las últimas tres décadas por el tema marítimo. Por otro, la evidencia empírica que hay respecto a los índices de popularidad presidencial y de confl ictividad social en Bolivia demuestra que ambos indicadores no se condicen siempre con las ofensivas bolivianas en contra de Chile por la cuestión marítima |
| English abstract | This paper studies the relationship between Bolivian internal crisis and the claims the President of Bolivia has argued against Chile about the lack of territorial access to the sea, in order to demonstrate the existence of a connection between them. By analysing the successive institutional changes in the political and economic level, seeing them as factors that affect the Bolivian internal stability, is impossible any examination that may use the same criteria to justify the misunderstandings that have occurred between Chile and Bolivia in the last three decades because for the maritime issue. In the other hand, the existing empiric evidence regarding the popularity of the President and the social confl ict situation in Bolivia, shows that both indicators are not always related to the Bolivian offensives against Chile due to the maritime issue |
