| English abstract | The aim of this study is to demonstrate that there is in the 2000 Human Development Report (HDR) an attempt to clarify what are the links between the right to development and human rights. The methodological approach is based on a historical-hermeneutic documentary analysis aimed to unravel the meaning that this link has in the current socio-political context. The analysis of these documents resulted in the finding of a commitment to certify that there is simultaneity between rights guarantees to those living in deprivation and a disruption situation with the impotence to which they are subjected. There are many diagnoses and prognoses throughout this material. Under only one article it is not possible to analyze all the nuances contained in its proposals. This poses some limitations to the study. It is concluded that there is a visible effort in this document to embrace a perspective based on human and fundamental rights |
| Portuguese abstract | O objetivo deste estudo é demonstrar que há no Relatório do Desenvolvimento Humano (RDH) de 2000 uma tentativa de esclarecer quais são os laços existentes entre direito ao desenvolvimento e direitos humanos. O procedimento metodológico assenta-se em uma análise documental histórico-hermenêutica que visa desvendar o significado que este enlace possui no contexto sociopolítico atual. A análise destes documentos resultou na constatação de um empenho para atestar que existe uma simultaneidade entre garantias de direitos aos que vivem em situação de privação e rompimento com a impotência à qual eles estão submetidos. São muitos os diagnósticos e prognósticos contidos no decorrer deste material, no âmbito somente de um artigo não é possível analisar todas as nuanças contidas em suas proposições. Isto põe alguns limites ao estudo. Conclui-se que há um esforço visível, neste documento, de abraçar uma perspectiva assentada nos direitos humanos e fundamentais |
