| English abstract | This article seeks to systematize the arguments but forth by Brazilian diplomacy in defense of the country’s quest for a permanent seat on the United Nations Security Council. It identifies four basic arguments, which have remained relatively constant from the Sarney administration to the Lula administration: the “general legitimizing argument”, which deals with the need to reform the Council; the “domestic legitimizing argument”, which refers to the need to convince the internal Brazilian public of the importance of the country’s becoming a permanent member; the “credentials argument”, which attempts to justify why Brazil and not another country should get a permanent seat; and the “regional argument”, used to diminish regional resistance to the Brazilian campaign. The article also indicates avenues for further investigations regarding Brazil’s quest for a reform of the Security Council |
| Portuguese abstract | Este artigo visa a sistematizar os argumentos que a diplomacia brasileira tem utilizado em defesa do pleito do País por um assento permanente no Conselho de Segurança das Nações Unidas. Identifica quatro argumentos básicos, que têm se mantido relativamente constantes do Governo Sarney até o Governo Lula: o “argumento legitimador geral”, que versa sobre a necessidade de reformar o Conselho; o “argumento legitimador doméstico”, que diz respeito à necessidade de convencer o público interno brasileiro da importância de o Brasil ingressar no órgão como membro permanente; o “argumento credencial”, que busca justificar porque deveria ser o Brasil e não outro país a ocupar assento permanente; e o “argumento regional”, esgrimido para diminuir resistências do entorno regional ao pleito brasileiro. O artigo aponta, ainda, caminhos para futuras investigações sobre o pleito brasileiro por uma reforma do Conselho de Segurança |
