Resumen en inglés | Global warming is an issue of international agenda. In order to diminish its impact, UN has lead efforts through legal instruments as de United Nations Framework Convention on Climate Change and its Kyoto Protocol. Latter treaty entered into force on 16 Febraury 2005 the ninetieth day after Parties to the Convention accounted in total for at least 55% of the total carbon dioxide emissions for 1990. The US has refused the Kyoto Protocol arguing that developing countries should participate reducing its emissions. This position has damaged its diplomatic reputation on international forums and domestic voices urge to restore the American prestige. During the 13 Conference of the Parties of Kyoto Protocol, celebrated last December in Bali, Indonesia, the US delegation received several criticism and was explicitly blamed for the lack of progess. Finally backed down and joined the consensus for adoption of the “Bali roap map” that set the stage for two years of climate talks to come. Not much progress is expected on benhalf US because of presidential election or at least negotiations will be conducted on low profile for same reason |
