| Resumen en inglés | The United Nations have sponsored, throughout the 1990’s, a series of international conferences on topics related to a global social agenda. Though the conference mechanism is not a recent phenomenon, the meetings of the 1990’s marked a watershed in the relationship between global civil society, States and international organizations. They reflect, furthermore, post- Cold War changes which have added human development to the priorities on the international agenda. The goal of this study is to understand the functioning of these conferences, highlighting their institutional design and the elements of continuity linking them. The analysis, however, is not directed at normative discussions of this design, even though it raises critical aspects of the modus operandi which may affect the longterm results ultimately produced by the agreements |
| Resumen en portugués | A Organização das Nações Unidas patrocinou, durante a década de 90, uma série de conferências internacionais sobre temas vinculados a uma agenda social global. Embora o mecanismo de conferências não seja fenômeno recente, os encontros dos anos 90 marcam um momento de inflexão na relação entre sociedade civil global, Estados e organizações internacionais. Refletem, ainda, as mudanças conjunturais do pós-Guerra Fria, que integram o desenvolvimento humano à escala de prioridades da agenda internacional. O objetivo do presente trabalho é entender o funcionamento dessas conferências, enfatizando seu desenho institucional e os elementos de continuidade existentes entre elas. A análise, contudo, não se volta a discussões normativas acerca deste desenho, apesar de levantar aspectos críticos sobre o modus operandi que poderá afetar os resultados efetivamente produzidos pelos acordos no longo prazo |
