| Resumen en español | Se destaca teóricamente el papel de la cultura en el despliegue de la economía agropecuaria de una zona rural y se valora el papel de las organizaciones e instituciones en asentamientos de base a la eco-nomía agropecuaria para concretar las políticas cul-turales. Para ello se tomó como objeto de estudio la estructura de un consejo popular articulado al cen-tral azucarero Elpidio Gómez del municipio Palmira, provincia Cienfuegos, al centro sur de Cuba. Se realizó un estudio explicativo, que se sustenta en análisis de documentos, observación, entrevistas semiestructuradas y un cuestionario aplicado a 104 residentes de la zona. Aunque fueron identificados valores relevantes respecto al patrimonio material e inmaterial en la zona y el sistema de festividades, quedó evidenciada la falta de integración entre las organizaciones e instituciones más relevantes para asumir las políticas culturales en función de las me-tas y problemáticas reales que se enfrentan en la zona |
| Resumen en inglés | In this work it is emphasized the theoretical role of culture to deploy the agrarian economic and rural life in communities and settlements linked to these pro-ductions. At the same time it is revealed the impor-tance of organizations and institutions in these spa-ces deeply linked with these economical activities. It was taken into account the political structure of a Popular Council which grouped different settlements linked with sugar cane plantation and role placed by the sugar machine settlement, named as Elpidio Gómez courtyard, belonging to Palmira Municipality in Cienfuegos Province, as the most important center of cultural, economic and social importance there. The explanatory study which is sustained in methods such as the analysis of documents, the observation and the non-structured interviews and a question-naire applied to 104 inhabitants in this rural area. Although it is identified outstanding values for the material and immaterial patrimony in those commu-nities and the system of festivities, integration lack is demonstrated among the organizations and more outstanding institutions of the area to assume the cultural policies in function of the real goals and pro-blematics that people and communities are facing at the present time |
