| Resumen en español | En los márgenes urbanos, la precariedad material y la segregación espacial moldean la vida de los más pobres. Algunos estudios destacan el rol que ha tenido el Estado neoliberal en su producción. En esta investigación, mediante un estudio cualitativo realizado en la periferia de Santiago de Chile, se indaga en las narrativas y las prácticas que configuran las políticas neoliberales en el campo de la vivienda y la educación. Los resultados muestran que las políticas públicas movilizan prácticas territoriales formales e informales que, de manera ambivalente, gestionan asistencialmente la pobreza al mismo tiempo que buscan producir sujetos responsables de su desarrollo y bienestar. |
| Resumen en inglés | At the urban margins, material precariousness and spatial segregation shape the lives of the poorest. Some studies highlight the role of the neoliberal state in producing these problems. This qualitative investigation carried out in the outskirts of Santiago de Chile analyzes the narratives and practices that shape neoliberal policies in the field of housing and education. The results show that public policies mobilize formal and informal territorial practices that, in an ambivalent way, manage poverty through an assistance-based approach and at the same time seek to produce subjects responsible for their own development and well-being. |
