| Resumen en inglés | This investigation reviews the general regulations on freedom of expression, and within it the exercise of journalism, govern in Cuba and Venezuela. Two countries with approaches that have generated many discussions at different levels. Cuba, declared openly socialist in its political Constitution, and Venezuela that is assumed as a democratic and social State of law and justice but that, in the official narrative, raises the flag of the so-called 21st century socialism, whose flats have notoriously affected communication and citizen information. Through this qualitative, documentary and hermeneutic research we do an archiving, revision and critical analysis that goes from the constitutional norm to texts of sublegal rank. The foregoing reflects the general objective: to analyze and understand the situation of freedom of expression in both countries; Therefore, the specific objectives go through examining the normative scenario that prevails in Venezuela and Cuba and comparatively analyzing the conception of freedom of expression that both nations have. |
| Resumen en español | Esta investigación da repaso a la normativa general que sobre libertad de expresión, y dentro de ella el ejercicio del periodismo, rigen en Cuba y Venezuela. Dos países con aproximaciones que han generado no pocas discusiones en diferentes planos. Cuba, declarado abiertamente socialista en su Constitución política, y Venezuela que se asume como un Estado democrático y social de derecho y de justicia pero que, en la narrativa oficial iza la bandera del llamado socialismo del siglo XXI, cuyos bemoles han afectado notoriamente la comunicación y la información del ciudadano. A través de esta investigación cualitativa, documental y hermenéutica hacemos un arqueo, revisión y análisis crítico que va desde la norma constitucional hasta textos de rango sublegal. Lo expuesto plasma el objetivo general: analizar y comprender la situación de la libertad de expresión en ambos países; por tanto, los objetivos específicos pasan por examinar el escenario normativo que rige en Venezuela y en Cuba y analizar comparativamente la concepción que sobre la libertad de expresión tienen ambas naciones. |
