| Resumen en español | El propósito de este trabajo es analizar y describir el desarrollo de gobierno electrónico entre los municipios en materia de Gobierno Electrónico, tomando en cuenta cuatro casos representativos que demuestren la heterogeneidad municipal en el tema. Asimismo, describe las razones por las que se dan las diferencias en el grado de desarrollo de gobierno electrónico, pues hay municipios con alto nivel de Gobierno Electrónico, y municipios con escaso o nulo desarrollo en este tema. De la misma manera, se analiza cómo han aprovechado los municipios la oportunidad que las TIC’s y el Gobierno Electrónico ofrecen para la modernización de la Administración Pública, y cuáles son las limitantes que otros municipios tienen que enfrentar para aprovechar estas herramientas |
| Resumen en inglés | The purpose of this document is to analyze and describe the development of e-government between municipalities in Electronic Government, taking consideration four representative cases that demonstrate the municipal heterogeneity in the subject. It also describes the reasons why the differences exist in the grade of development of e-government, for example there are municipalities with a high level of e-government, and the counterparty, municipalities with little or null development on this topic. It also discusses how municipalities have taken advantage of the opportunity that ICT and e-government offer for the modernization of public administration, and what are the limitations that other municipalities have to face to leverage these tools are |
