| Resumen en inglés | Terror is –independently of the definition of terrorism– source of destruction ando f death. In front of terrorist attacks, carried out against innocents, are justified the anti-terrorist measures and laws to combat terrorism of exceptional nature. It is necessary and legitimate to implement juridical-legal means, assemble resources that allow to increase the security of State, to prevent, intercept, desactivate these attacks. Only this way it is possible to combat this scourge. On the other side, the increase and severity of this security measures are an immediate answer to this kind of attacks and it is precisely the need to preserve the rights, liberties and warranties of citizens, that justifies the creation/mobilization of security/defense structures to combat terror, in the name of imperativeness of assuring security to citizens, in the name of the right to live without fear and in freedom |
| Resumen en portugués | O terror é –independentemente da definição de terrorismo– fonte de destruição e de morte. Perante os ataques terroristas perpetrados contra inocentes, justificamse as medidas antiterroristas e as leis de combate ao terrorismo de carácter excepcional. É necessário e legítimo implementar meios jurídico-legais, reunir recursos que permitam aumentar a segurança do Estado, afim de prever, interceptar, desactivar e impedir estes ataques. Só assim se consegue combater este flagelo. Por outro lado, o aumento e a severidade das medidas de segurança são uma resposta imediata a este tipo de ataques e é precisamente a necessidade de preservar os direitos, liberdades e garantias dos cidadãos, que justifica a criação/mobilização de estruturas de segurança/defesa para combater o terror, em nome da imperatividade de garantir aos cidadãos a segurança, em nome do direito a viver sem medo, e em liberdade |
