Resumen en español | Las autoridades argentinas implementaron, a partir de 1994, un programa de facilitación migratoria especial para ciudadanos de Europa Central y Oriental. Lejos de tratarse de una política de promoción migratoria coherente y estructurada, sólo se facilitó el ingreso masivo y desorganizado de individuos que, empujados por razones políticas y económicas derivadas del desmembramiento de la Unión Soviética, buscaban un futuro mejor. La falta de medidas de asistencia y orientación concretas llevó a los inmigrantes a desarrollar distintas estrategias para integrarse a su nueva realidad. El artículo toma como fuente datos de la Dirección Nacional de Migraciones, una encuesta llevada adelante por las autoridades consulares en Kiev, Ucrania, y una serie de entrevistas a inmigrantes de diversos orígenes, con el objeto de caracterizar esta migración, su perfil demográfico y educativo, y conocer cómo se insertaron en la sociedad, qué dificultades encontraron y en qué medida la realidad con la que se encontraron cumplió sus expectativas previas al viaje |
Resumen en inglés | Since 1994, the Argentine authorities implemented a Special Program of Migratory Facilitation for citizens from Central and Eastern Europe. Far from being a coherent and structured migratory promotion policy, it only allowed a massive and disorganized entry of people who, pushed by politic and economical reasons arising from the dismemberment of the Soviet Union, were looking for a better future. The absence of concrete actions directed to the assistance and orientation to the immigrants, led them develop different strategies to integrate themselves into their new reality. The article has been written based on data from the National Direction of Migration, a survey conducted by the diplomatic authorities in Kiev, Ukraine, and a number of interviews to immigrants from different origins, in order to characterize this migration flow, its demographic and educational profile, and to know how they integrated themselves into the society, which difficulties they came across and to what extent the reality they came across fulfilled their expectations before travelling |
