| Resumen en español | El gobierno de Estados Unidos, y en especial su política antiterrorista, ha sido blanco de duras críticas a raíz de los atentados del 11 de septiembre de 2001. Los medios periodísticos y académicos apuntan a la Comunidad de Inteligencia como principal responsable del desastre, por no haber dado la alerta temprana. Los funcionarios de la administración Clinton, se defienden, diciendo que ellos elaboraron un plan antiterrorista, pero este fue desechado por el gobierno de George W. Bush. Las dos comisiones que investigaron los hechos, señalan que los servicios de inteligencia tenían información sobre Bin Laden y su red terrorista; sabían que se estaba tramando algo grande contra Estados Unidos, pero no pudieron precisar ni el lugar ni la fecha del ataque. Todos coinciden en que lo que falló fue la inteligencia estratégica. Consciente de estas falencias, el gobierno de George W. Bush se abocó a elaborar una serie de estrategias destinadas a la defensa del territorio de Estados Unidos, y sus aliados. De allí surgen la Estrategia Nacional de Seguridad del Territorio; la Estrategia Nacional de Seguridad, y la Estrategia Nacional para Combatir el Terrorismo que son objeto de análisis en este artículo |
| Resumen en inglés | Due to the attacks of September 11 2001, the United States Government, and specially, its anti-terrorism policy, has been target of hard criticism: The media and the academic sector focus at the Intelligence Community as the main responsible of the disaster, for not have given the corresponding early warning. The officers of the Clinton administration defend themselves, stating. that they elaborated an antiterrorism plan, but this was dropped by George Bush´s administration. The two Committees that investigated all the facts, point out that the intelligence services had information about Bin Laden and his terrorist net, they also knew that they were planning something big against United States, but could not specify neither the place or the date of the attack. Everyone agrees that what failed here was the intelligence strategy. Aware of these misstatements, George W. Bush´s administration dedicated time to elaborate a number of strategies meant to defend the United States Territory. That was the starting point of the process to develop the National Territory Security Strategy, the National Security Strategy and the National Strategy to Fight Terrorism that are the object for analysis in this article |
