| Resumen en español | Para que las democracias de América Latina tengan un frente común a los problemas del siglo XXI, es necesario fomentar y lograr un mayor acercamiento institucional entre civiles y militares de acuerdo al escenario que nos ofrece el paradigma actual marcado por dos características esenciales: La democratización y la globalización. Habiéndose perdido oportunidades para avanzar en la construcción positiva del Estado-nación hace un siglo, es imprescindible que tanto los que ejercen la dirección del Estado así como los que dirigen la defensa y la seguridad trabajen juntos por un futuro seguro, soberano y estable. Los grandes problemas del presente y del futuro serán las amenazas y desafíos de carácter multinivel, asimétrico, simultáneo y transnacional. Tales problemas son insuperables sin acciones en que las autoridades civiles y militares funcionen con una estrecha coordinación guiada por pragmatismo desde los niveles más bajos hasta los más altos y hemisféricos |
| Resumen en inglés | In order to present a common front to the problems of the 21st Century, Latin-American democracies need to foster and tighten the institutional links between civilians and the military according to the present paradigmatic scenario that has two special features: democratization and globalization. Having lost a lot of opportunities a century ago, to advance towards a positive construction of the nation-state, is imperative that, both the leadership of the State as well as the leadership of the defense and security establishment, work together in order to achieve an stable, manageable and secure future. The big problems of today and in the future will be the transnational, asymmetric, multilevel and simultaneous threats and challenges. Those problems will not be solved without the actions of the civilian and military authorities working with a close coordination framework and pragmatism from the lower levels to the top in the state as well as in the Hemisphere levels |
