| Resumen en español | El artículo trata, sin mayores pretensiones, de las obligaciones ontológicas y antropológicas que conlleva la “responsabilidad de proteger”, esto es, de la responsabilidad fundamental de los Estados soberanos, en términos ontológicos y antropológicos, de intervenir y proteger poblaciones reprimidas violentamente por sus gobiernos, de los asesinatos masivos de sus ciudadanos, de las violaciones sistemáticas de sus derechos humanos y la inanición y hambruna a las que son sometidos; concepto que la Comisión Internacional sobre Intervención y Soberanía de los Estados (CIISE), formaliza en Canadá el año 2000. El artículo también propone que la esencia de lo antropológico queda abierta a la responsabilidad de proteger (y consecuentemente a la de prevenir); que siempre que se protege, se protege a alguien y para algo y que, en consecuencia, la praxis del proteger exige una antropología. Por último, que tanto lo ontológico como lo antropológico deben fundamentar una “responsabilidad de proteger” donde el proteger sea, en rigor, preservar a lo humano |
| Resumen en inglés | This article, refers to ontological and anthropological obligations that “responsibility of protection” carries along with it, that is, the essential duty of sovereign states have in ontological and anthropological terms to intervene and protect severely repressed population massive civilian assassinations, systematic human rights violations and starvation because of its governments, concept formalized in the year 2000 by the ISSIC, Canada. The article also suggest that the anthropological essence of the matter is open to the responsibility of protection (and therefore to the responsibility of prevention) and whenever protection exists it does it, to protect somebody and for some purpose, and as a consequence, the practice of protection demands an anthropology. Finally this article proposes that either ontological and anthropological treatments must be the foundations of the “responsibility of protection” where the focus of protection must be centered on the preservation of mankind |
