| Resumen en inglés | The Ministry of People"s Power for Internal Affairs and Justice (MPPRIJ), developed a police model through an institutional legal framework in relation to a state of law and justice, a figure that comes to harmonize with the social condition of the State when finding in the person"s dignity a point of fusion, known as legal security and legality that conceives the police as a public institution with non-delegable and civil function, operating within the framework of the Constitution and international principles on the protection of human rights, and labor. The principles of the Social State of Law and Justice are analyzed, in the Organic Law of the Police Service and Bolivarian National Police Corps (LOSPCPNB) as a legal instrument regulating the police forces. This legislation is presented as an instance of participation to assist in planning and coordinating the different public policies regarding police service. |
| Resumen en español | El Ministerio del Poder Popular para Relaciones Interiores y Justicia (MPPRIJ), desarrolló un modelo policial mediante un marco jurídico institucional en relación a un estado de derecho y justicia, figura que viene a armonizarse con la condición social del Estado, como seguridad jurídica y legalidad que conciba a la policía como una institución pública con función indelegable y civil, que opere dentro del marco de la Constitución de la República Bolivariana de Venezuela (CRBV) y principios internacionales sobre protección de derechos humanos, y laborales. Se analizan los principios del Estado Social de Derecho y Justicia en la Ley Orgánica del Servicio de Policía y Cuerpo de Policía Nacional Bolivariana (LOSPCPNB) como instrumento legal regulador de los cuerpos policiales. Esta legislación se presenta como instancia de participación para coadyuvar a planificar y coordinar las distintas políticas públicas en materia del servicio policial. |
