| Resumen en español | El Sistema Nacional de Investigadores (SNI) fue creado en 1984 con la finalidad de impulsar el desarrollo científico y tecnológico de México. Este sistema ha resultado muy estimulante y atractivo para los investigadores, pues la membresía al SNI implica un reconocimiento a la calidad del trabajo realizado y, además, otorga un importante estímulo económico como complemento al salario. Sin lugar a dudas el SNI ha sido muy beneficioso para México, pues ha contribuido a la formación, consolidación y profesionalización de los científicos mexicanos. No obstante, se ha criticado recurrentemente que el SNI no ha funcionado para incrementar la productividad y competitividad de México, pues el número de registros de propiedad intelectual (patentes) sigue siendo bajo, con respecto a otros países con desarrollo similar. De igual manera, desde su creación ha habido muy pocos cambios en su funcionamiento y criterios de evaluación. En este documento se plantean algunas modificaciones al SNI que podrían ayudar a fortalecerlo y eventualmente reducir la brecha entre el conocimiento producido y la innovación realizada en México |
| Resumen en inglés | The National System of Researchers (SNI, after its Spanish acronym) was created in 1984 in order to promote scientific and technological development of Mexico. This system has been very stimulating and attractive for researchers, because membership impliesrecognition of the high quality of work being conducted by the scientist. In addition to this recognition, an important economic supplement is awarded as a complement to salary. It is certain that SNI has been of great benefit to Mexico because it has contributed to the formation, consolidation and professionalization of Mexican scientists. However, the SNI has been often criticized because it has not led to an increase in the productivity and competiveness of México, as the number of intellectual property rights (patents) is still low in comparison to other countries with similar levels of development. Similarly, eversince its establishment there have been very few changes in its functionality and evaluation criteria. This document proposes some modifications to the SNI rulesthat perhaps could strengthen it and at the same time reduce the gap between the knowledge created and the innovation achieved in Mexico |
