| Resumen en español | El objetivo de este trabajo es reflexionar sobre la relación entre construcción de ciudadanía social y políticas sociales enVenezuela durante el período 1999-2008, con el apoyo de fuentes documentales e investigaciones previas realizadas por diferentes autores. El referente principal lo constituyen las misiones sociales desarrolladas durante este período. Entre los hallazgos se tiene la influencia de nuevos actores (Fuerzas Armadas Nacionales, industria petrolera nacional-PDVSAy comunidad organizada-Consejos Comunales).En la política social y su utilización recurrentecomomecanismo de legitimidad política por parte de algunas instancias del poder político, aunque el deber ser, orienta dicha política hacia un proceso de intersectorialidad y corresponsabilidad, entre esos nuevos actores, el resto de la institucionalidad pública, y la comunidad en general. En este período, se produjeron importantes reformas políticas, un nuevo marco normativo e institucional y en el año 2000 se propusieron nuevos lineamientos de política social, que valoran en forma positiva, la ciudadanía social, reivindicando los derechos sociales y el deber de Estado en la provisión del bienestar social. Se concluye que se ha avanzado formalmente en la recuperación del modelo universalista de política social pero persiste la disociación entre la normativa y la realidad social. De ahí que en la práctica aún permanece un tipo de relación Estado-sociedad que reproduce la ciudadanía asistida en dicha política. Por tanto, se necesita mayor correspondencia entre el esfuerzo jurídico-legal e institucional y la voluntad político-social que conlleve al fortalecimiento de la ciudadanía social en Venezuela |
| Resumen en inglés | They summarize the aim of this work it is to think over the relation between construction of social citizenship and social policies in Venezuela during the period 1999-2008.We rest on documentary sources and previous investigations realized by diferents authors. The principal modal it is constituted by the social missions developed during this period. Between the finds we have the influence of new actors (National Armed Forces, petroleum national industry-PDVSA and organized community Communal Councils) In the social politics and utility appellant like mechanism of political legitimacy on the part of some instances of the political power, though the duty to be orientates the above mentioned politics towards a process of intersectorialidad and corresponsabilidad, between these new actors and the rest of the public institucionalidad, as well as between them and the community in general. In this period there took place important political reforms, a new normative and institutional frame and in the year 2000 they proposed new limits of social politics, which they value for positive form, the social citizenship, claiming the social rights and the duty of State in the provision of the social well-being. One concludes that it has been advanced formally in the recovery of the model universalista of social politics but the dissociation persists between the regulation and the social reality. Of there that in the practice still permanence a type of relation State- society that reproduces the citizenship represented in the above mentioned politics. Therefore, major correspondence is needed between the juridical - legal and institutional effort and the political - social will that he carries to the strengthening of the social citizenship in Venezuela |
