| Resumen en español | A 70 años de la gratuidad, como una de las conquistas peronistas sustanciales respecto a la educación superior y expresión del intento por vincular a la universidad con el pueblo, este escrito propone ciertas apreciaciones y algunos interrogantes. Se recorren lecturas vinculadas a la temática, teniendo como fin comprender qué implicancias tiene hoy la gratuidad si no se trabaja sobre la permanencia. El desarrollo se divide en 5 ejes: En el primero, se revisan legislaciones que permitieron avanzar en la democratización social de la Educación Superior durante los años 40 y 50, y hasta la actualidad. El segundo, intenta romper con críticas simplistas que naturalizan asociaciones como: gratuidad-igualdad-apertura; gratuidad-mala calidad; gratuidad-deserción. En el tercero se rescatan aportes del peronismo para leer la Universidad actual. El cuarto eje sintetiza algunas iniciativas desde la U.N.S.J. que subrayan la significación del acceso gratuito para muchos estudiantes. El quinto, enmarca la gratuidad como parte del pasaje de la educación como servicio a su concepción como derecho. Las conclusiones rescatan señalamientos principales que recogen algo del contenido con que se llenó la medida de des-arancelar los estudios. Se subraya la necesidad de mirar de manera holística la gratuidad, como rasgo de apertura, entendiendo que interpelar las lecturas que se hacen sobre los períodos históricos y las instituciones, debiera ser una práctica cotidiana. |
| Resumen en inglés | After 70 years of gratuity, as one of the substantial Peronist conquests regarding Hig-her Education and expression of the attempt to link the University with the people, this paper proposes certain assessments and some questions. Readings related to the subject are covered, with the purpose of understanding what are the implications about gratuity today, if work is not carried out on permanence. The development is divided into 5 axes: In the first one, legislation is reviewed to show the progress in the social democratization of Higher Education during the 40s and 50s, and until today. The second tries to break with simplistic criticisms that naturalize associations such as gratuity-equality-openness; gratuity-poor quality; gratuity-dropout. In the third, contributions from Peronism are res-cued to read the current University. The fourth axis summarizes some initiatives from the U.N.S.J. that underline the significance of free access for many students. The fifth, frames the gratuity as part of the passage of education as a service to its conception as a right. The conclusions rescue the main points that reflect some of the content that filled the measure to de-tariff the studies. The need of looking holistically at gratuitousness, as an opening feature, is underscored, understanding that questioning the readings made about histori-cal periods and institutions should be a daily practice |
