| Resumen en español | En el presente artículo analizamos la relación entre iniciativa política y discurso (entre el hacer y el decir), en el caso específico de la decisión tomada por el Presidente Néstor Kirchner el 15 de diciembre de 2005, de cancelar la Deuda Total con el Fondo Monetario Internacional. Para cumplir con este objetivo intentamos dar respuesta a los siguientes interrogantes: 1- ¿Cómo se gestó la decisión presidencial y en Qué marco se presentó su discurso? 2: ¿Cuáles fueron los argumentos claves en el discurso Que justificaron la decisión política y a Qué recursos discursivos apeló el Presidente en la búsQueda de consenso? 3,- ¿Cómo se manifestó la iniciativa política y Qué efectos produjo en el arco opositor? No fue nuestra intención juzgar si la decisión de pagarle al Fondo fue una medida acertada, lo Que nos interesó reconocer fue la iniciativa política del Presidente y la forma en Que instaló el tema en la agenda pública , cómo se comunicó la decisión y las repercusiones de la misma en la opinión pública y en el arco opositor |
| Resumen en inglés | In this article we will analyze the relationship between political initiative and discourse, i e. the relationship between what to do and what to say. We will base our analysis on the decision made by president Néstor Kirchner to pay off the IMF for the National Debt on December 15, 2005 In order to achieve our objective we will try to answer the following Quedes: 1- How was the presidential decision conceived and under what circumstances was his discourse delivered? 2-Which were the decisive arguments in the president's discourse that justified his decision and which discourse resources did he use in his search for consensus? 3- How was the political initiative transmitted and what effects did it have on the opposition parties? It is not our intention to judge whether the decision to pay off the debt was the correct one or not. What triggered our analysis was the president "s political initiative and the way in which he posed this issue in the public agenda, how his decision was informed and the impact it had on the public opinion and on the opposition parties |
