| Resumen en español | No existe una definición general de terrorismo, cada uno de los Convenios Internacionales lo trata en forma parcial y sin intencionalidad política o religiosa subyacente. Las leyes locales incluyen esa finalidad. El Acuerdo de Londres, que estableció el Tribunal de Nuremberg (1945), determinó que para la tipificar delitos como terroristas se requería que fueran parte de un ataque extendido y sistemático, efectuado voluntariamente, y con conocimiento, contra cualquier población civil. El atentado del 11 de setiembre de 2001 fue la bisagra del cambio en la lucha contra el terrorismo de una estrategia de reacción por otra de prevención. Signo de expansión del derecho penal.
