| Resumen en inglés | The objective of this article is to examine the rationales inherent in the public policy cycle, in order to lay the foundations for a complex rationality approach. To achieve this objective, we rely on an analytical-synthetic method through which we define the units of analysis of public policies. In this sense, the innovation, originality and scientific relevance of this article lie in the fact that a systemic approach to public policies facilitates and strengthens inter-institutional work; especially between the public and private sectors. This undoubtedly helps to appreciate the impacts of public policies on the daily lives of citizens. |
| Resumen en español | L"objectif de cet article est de scruter les rationalités inhérentes dans le cycle des politiques publiques, afin de pouvoir poser les fondations d"une approche de la rationalité complexe. Pour étayer ce cheminement, nous nous sommes appuyés sur une méthode analytiquesynthétique à travers laquelle nous avons défini les unités d"analyse des politiques publiques. En ce sens, l"innovation, l"originalité et la pertinence scientifique de cet article résident sur le fait qu"une approche systémique des politiques publiques facilite et renforce le travail interinstitutionnel ; surtout, entre les secteurs public et privé. Ceci, sans aucun doute, contribue à apprécier les impacts des politiques publiques dans la vie quotidienne des citoyens. |
