| Resumen en inglés | This This article develops with the scope of analyzing the instrumental and the functioning of the Brazilian democratic system, such as the vote, the plebiscite, referendum, popular initiative and verify if such instruments contribute to the eff ectiveness of a representative democracy, the Brazilian democratic system. On the other hand, it will be shown that the representative system that is analyzed lacks many instruments of democratic participation in the main deliberations in the interest of the social body. Nevertheless, it is possible to envisage the possibility of optimizing the fl ow in the bond between representatives and represented more, with the creation of instruments that bring the people closer to the political decisions taken in society. | Resumen en portugués | O presente artigo se desenvolve com o escopo de analisar o instrumental e o funcionamento do sistema democrático brasileiro, como o voto, o plebiscito, referendo, iniciativa popular e verifi car se tais instrumentos contribuem para a efetividade de uma democracia representativa como é, em geral, o sistema democrático brasileiro. Por outro lado, demonstrar-se-á que o sistema representativo que se analisa carece de muitos instrumentos de participação democráticas nas principais deliberações no interesse do corpo social sendo possível, apesar disso, vislumbrar a possibilidade de otimizar o fl uxo no vínculo representantes e representados, mas, com a criação de instrumentos que aproximem o povo das decisões políticas tomadas em sociedade.
