Resumen en inglés | This article is part of an extensive study that deals several groups of municipalities that are analyzed by multivariate statistical techniques. The object of this study is to indicate whether the municipalities of São Paulo State, characterized by the State Social Responsibility Index as municipalities with low richness index and high and median social index (group 2) and municipalities with low richness index and median social index (group 4) can be distinguished by per capita transference values from the Municipalities Participation Fund – MPF, Product and Service Circulation Tax Quota (PSCT) and collected tax revenue based on the logistic regression. This statistical technique signed that none of these variables discriminate the two groups of municipalities. However, the results suggest that the criteria for the distribution of the MPF contribute on a partial way or there is management problems in the allocation of resources. Resumen en portugués | Este trabalho faz parte de um amplo estudo que combina diversos grupos de municípios paulistas, os quais são analisados mediante técnicas estatísticas multivariadas. Este trabalho objetivou indicar se os municípios paulistas, caracterizados pelo Índice Paulista de Responsabilidade Social (IPRS) como municípios com baixos índices de riqueza e níveis sociais altos ou moderados (grupo 3) e municípios com baixos índices de riqueza e níveis intermediários de longevidade e escolaridade (grupo 4), podem ser diferenciados pelos valores per capita de transferência do Fundo de Participação dos Municípios (FPM), quota-parte do Imposto sobre Circulação de Mercadorias e Serviços (ICMS) e receita tributária arrecadada, com base na regressão logística. Esta técnica estatística sinalizou que nenhuma destas variáveis discrimina os dois grupos de municípios. Porém, os resultados sugerem que os critérios de distribuição do FPM contribuem de forma parcial ou existem problemas de gestão na alocação dos recursos |
