| Resumen en español | Los problemas de degradación de los recursos naturales del estado de Guanajuato se centran principalmente en temas de aire, agua y la problemática de los diversos residuos, motivos por los que se creó el Fideicomiso Fondo para el Mejoramiento y Descentralización Ambiental (FOAM) del estado de Guanajuato, programa solventado con recursos provenientes del programa de verificación vehicular del estado. En el presente trabajo se estimó la disponibilidad a pagar (DAP) por los servicios ambientales que perciben los propietarios o poseedores legales de vehículos que realizan la verificación vehicular, forma que serviría como medio de pago de la DAP en los municipios de Guanajuato y Silao. La metodología empleada fue el método de valoración contingente, en la que se realizaron 155 encuestas. De acuerdo con el análisis, la estimación de la DAP promedio fue de $75, cantidad determinada por los ingresos y estado civil de los individuos. Considerando que en ambos municipios se hacen 40,204 verificaciones al año, la DAP arroga un valor de $3,035,402 anuales. En este mismo estudio se estimó la DAP por el mejoramiento del Área Natural Protegida Cerro del Cubilete, que presenta daños graves de degradación y requiere recursos del fondo ambiental (FOAM). La DAP individual aproximada fue de $44.43 semestrales, mientras que el valor total anual fue de $1,786,264 |
| Resumen en inglés | The current state of degradation of natural resources and the environment in the state of Guanajuato is centered on air, water and various waste problems. For these reasons, the Trust Fund for Environmental Improvement and Decentralization of the State of Guanajuato (known by the acronym FOAM in Spanish) was created. This program is funded with resources from the holograms issued to vehicle emissions testing centers. Given the importance of environmental services and in view of the fact that FOAM has already been established, this study seeks to estimate the willingness to pay (WTP) for the environmental services received by vehicle owners and operators that have their vehicles tested, which is the main source of revenue for the Environmental Fund in the municipalities of Guanajuato and Silao. The methodology used was the Contingent Valuation method, for which 155 surveys were conducted. Based on the analysis, the estimates translated into an average WTP of $75, which, when multiplied by the number of inspections that are made each year in both municipalities, has a value of $3,035,402, an amount determined by the individual’s income and marital status. On the other hand, it is important to appraise natural areas, which are responsible for generating environmental services. Using this method, the WTP was thus estimated for improving the Cerro del Cubilete Natural Protected Area belonging to the municipalities of Silao and Guanajuato, which exhibits serious degradation.
