| Resumen en inglés | Therefore, it will be presented a description of the institutional arrangements of the planned economic system that prevailed during Mao Zedong’s government since the foundation of the People’s Republic, until its decline in 1976 and the vacuum of political power that followed afterwards, which would only be suppressed with the rise of Deng. Emphasizing the continuities and discontinuities in the historical transition from one leader to another also will reveal the role played by factional struggles and the micro processes of political disputes occurred even within the Chinese state. Finally, I will draw the profile of the major changes made in the state tax structure (conceived in terms of the amounts of expenditures, revenues, and decision-making autonomy for budget confection over that time) during the reformist period, with reference to all the aspects and conditions for the implementation or not of the supposed market preserving federalism. The final considerations will bring a brief summary of agreements and disagreements regarding the denoted literature, analyzing the paths of the Party-State in the following years, with predictions and possibilities |
| Resumen en portugués | Por conseguinte, serão descritos os arranjos institucionais do regime econômico planificado predominante durante o governo de Mao Zedong, desde a própria fundação da República Popular até seu ocaso em 1976 e o vácuo de poder político conseguinte, somente suprimido com a ascensão de Deng. Salientar as continuidades e descontinuidades históricas na transição de um líder a outro relevará também o papel desempenhado pelas lutas faccionais e os microprocessos de disputas políticas ocorridas no próprio interior do Estado chinês. Por fim, será finalmente traçado o perfil das principais mudanças realizadas na estrutura fiscal estatal durante o período reformista, com alusão aos condicionantes para a concretização ou não do suposto federalismo de preservação de mercado. As considerações finais sintetizarão as concordâncias e discordâncias com relação à literatura denotada, analisando ainda os rumos tomados pelo Partido-Estado nos anos seguintes |
