| Resumen en inglés | A historical reading of the “Helsinki process” during and after the Cold War pretends to summarize the steps of the multilateral diplomacy of the “détente”, since the origin of the most important All-European Conference of the contemporary time, analyzing some limitations that did not allow it implement its legacy in a most complete way in the early XXI century. While emphasizing the relevance of the principles of European security, established in the Helsinki Final Act, the article points to the difference between the exercise the diplomacy of détente in Europe, in the context of the Conference on Security and Cooperation in Europe, and the international politics in a post-Cold War Europe, characterized by multidimensional dynamic changes and by the competition among international institutions, while resulting in a weakening of the state of European security |
| Resumen en portugués | Uma leitura histórica do “processo de Helsinque” durante e depois da Guerra Fria visa resumir passos da diplomacia multilateral da détente, recuando à origem da mais importante conferência diplomática paneuropeia da época contemporânea e analisando algumas limitações que não deixaram que ela conseguisse implementar, de maneira mais completa, o seu legado no início do século XXI. Ao realçar a relevância dos princípios de segurança europeia, estabelecidos na Ata Final de Helsinque, o artigo diferencia o exercício da diplomacia da détente europeia, no contexto da Conferência sobre a Segurança e Coopéração na Europa, da política internacional na Europa pós-Guerra Fria, caracterizada pelas mudanças dinâmicas multidimensionais e pela competição das instituições internacionais, resultando na fragilização do estado de segurança europeia |
