| Resumen en español | El objetivo de este artículo es analizar los factores que intervinieron en la creación del Instituto Federal de Capacitación del Magisterio con el fin de demostrar la influencia de este en el conflicto magisterial protagonizado por maestros federales de San Luis Potosí en 1948. La metodología consistió en la revisión de documentos oficiales, testimoniales y bibliográficos acerca de los maestros federales agremiados en la Sección XXVI del Sindicato Nacional de Trabajadores de la Educación en San Luis Potosí, así como de fuentes primarias del Archivo General de la Nación, de los fondos Secretaría de Educación Pública y Presidentes. Lo relativo a la reforma educativa y a los decretos se revisó en el Diario Oficial de la Federación. La información se sistematizó mediante el análisis de contenido en varias etapas. En la primera etapa, de análisis temático, se efectuó un preanálisis para conocer la estructura de los expedientes relativos al conflicto. Se hizo una primera revisión general y se generó, a partir de esta, la distribución de frecuencia simple para organizar el material. En la segunda etapa, de exploración minuciosa, se encontró el sentido de las agrupaciones iniciales, con base en expresiones y palabras muy significativas. En la etapa final, de tratamiento de resultados e interpretación, se formularon inferencias de mayor consistencia y se hizo un cruce con enunciaciones teóricas para integrar el cuerpo argumental del escrito. En cuanto a los resultados de la investigación, se establece que se crearon iniciativas de fortalecimiento institucional que, sin fundamentos suficientes, estuvieron lejos de garantizar una respuesta efectiva a la formación de maestros en servicio. | Resumen en inglés | The objective of this article is to analyze the factors that took part in the creation of the Instituto Federal de Capacitación del Magisterio in order to demonstrate the influence of this in the teacher conflict led by federal teachers of San Luis Potosí in 1948. The methodology consisted of the review of official, testimonial and bibliographical documents about the federal teachers unionized in Section XXVI of the Instituto Federal de Capacitación del Magisterio in San Luis Potosí, as well as primary sources of the General Archive of the Nation, of the funds of the Ministry of Public Education and Presidents. What is relative to the educational reform and decrees was reviewed in the Official Gazette of the Federation. The information was systematized through the analysis of content in several stages. In the first stage, of thematic analysis, a pre-analysis was carried out to know the structure of the files related to the conflict. A first general review was made and, from this, the simple frequency distribution to organize the material was generated. In the second stage, of thorough exploration, the meaning of the initial groupings was found, based on very significant expressions and words. In the final stage, about the treatment given to results and interpretation, inferences of greater consistency were made, and a data crisscrossing was made with theoretical enunciations to integrate the written argument. Regarding the results of the research, it is established that institutional strengthening initiatives were created that, without enough bases, were far from guaranteeing an effective response to the training of teachers in service.
