| Resumen en español | Si uno desea diseñar una política exterior, primero debe entender el funcionamiento del sistema mundial en el que está inserto el país. No se pueden tomar decisiones en el marco de un sistema de cuyo funcionamiento se tiene un “espejismo”. Para conocer el sistema mundial, uno debe ubicarse desde una perspectiva que le permita observarlo tal cual es; tener una “cosmovisión” de la realidad. El “realismo” aporta esa perspectiva. Hay “teorías realistas”, pero el realismo no es una teoría; el “realismo” es una cosmovisión, y como toda cosmovisión es universal. Hay una exaltación de la visión de que nuevas teorías superan al realismo, y eso es no comprender qué es el realismo y qué es una teoría. Se demuestra esto a partir de un estudio epistemológico |
| Resumen en inglés | If one wants to design a foreign policy, first have to understand the functioning of the world system in which is inserts the country. One cannot take decisions in the frame of a system of whose operation one has an “illusion”. To know the world system, one have to be located from a perspective that allows us to observe it such which is; to have a “cosmovision” of the reality. The “realism” contributes to that perspective. There are “realistic theories”, but the realism is not a theory; the “realism” is a cosmovision, and as all cosmovision it is universal. There is an exaltation of the vision that new theories overcome to the realism, and that is not to understand what the realism is and what a theory is.
