| Resumen en español | Se analiza la manera en que se diseñó, desde fecha muy temprana tras el triunfo de 1959, un sistema para for-mar, en diferentes niveles, los diplomáticos encargados de llevar adelante la política exterior de la Revolución Cubana. El papel en dicha concepción de Raúl Roa García fue vital, desde su visión integral acerca de qué tipo de profesional demandaba un proceso de la envergadura del cubano. Roa, hombre de vastísima cultura, se preocupó y ocupó permanentemente porque los jóvenes que se sumaban al MINREX, por diferentes vías, así como los que se iban adiestrando en las instituciones que surgían a dichos fines, estuvieran dotados de una sólida preparación política, ideológica y cultural, la cual les garantizara el óptimo desempeño en sus funciones. Para él, los diplomáticos tenían que estar en total sintonía con el latir del pueblo que repre-sentaban, al tiempo que debían ser portadores del más riguroso dominio de las cuestiones inherentes a la esfera de las relaciones internacionales, en cualquier latitud. Sin hacer concesiones de ningún tipo, en cuanto a la calidad de la enseñanza que recibían, y desde un compromiso revolucionario a toda prueba. Roa sentó las bases de un modelo educacional en este campo el cual se perfeccionaría con el paso de los años pero que, en todo momento, ha sido consecuente con los pilares que él le confirió a esta actividad |
| Resumen en inglés | The article analyzes the way in which a system was designed, from a very early date after the triumph of 1959, to train at different levels the diplomats in charge of carrying out the foreign policy of the Cuban Rev-olution. Raúl Roa García`s role in this conception was vital, beginning with his comprehensive vision about what type of professional the magnitude of the Cuban process demanded. Roa, a man of vast culture, was constantly concerned with the fact that the young people who joined the MINREX by different means, as well as those who were training in the institutions that arose for these purposes, were endowed with a sol-id political, ideological and cultural fromation, which would guarantee their optimal performance in their functions. For him, diplomats had to be totally in tune with the heartbeat of the people they represented, and at the same time, they had to be bearers of the most rigorous command of the issues inherent to the sphere of international relations, at any latitude. Without making concessions of any kind in terms of the quality of the education they received and from a foolproof revolutionary commitment, Roa laid the foun-dations for an educational model in this field, which would be perfected over the years but that has been, at all times, consistent with the pillars that he conferred on this activity |
