| Resumen en inglés | This study aims to examine two essential characteristics in the development of liberalism to neoliberalism, namely the relationship between market and the state and the emergence of so called homo oeconomicus. To put in more precisely, what Foucault calls governmentalety, the art of government liberalism, in such rationality in this practice, in this exercise of government, this work, this study aims to find out what are the effects of transition: to liberalism from neoliberalism. For this purpose will be two points to be examined, namely, the relationship between market and state and the emergence of so - called homo oeconomicus . The tension between the subjectivity of citizens that make up the state and the minim um of administration. This is who the market, market relations are interwoven or step into this strain. It is therefore equivalent to question those in power in liberal governmentality: the state or the market? Social relations in the model of market econo my that were once the exchange, become competitive relations. Thus, competition in human relations conducive to the development of so - called human capital. And, to establish, solidity or condone these social relations, law and economics consolidate a perfe ct marriage. Thus, civil society and homo oeconomicus are part of technology called liberal governmentality. Manage or rule becomes the model subjectivities that compose it. In other words, govern, in the neoliberal model, means managing the subjectivities that make up the state. | Resumen en portugués | Este trabalho tem o objetivo de examinar duas cara cterísticas imprescindíveis no desenvolvimento do liberalismo para o neoliberalismo, a saber, as relações entre mercado e Estado e o aparecimento do chamado homo oeconomicus . Dito de um modo mais preciso, naquilo que Foucault chama de governamentabilidade, a arte de governar do liberalismo, em tal racionalidade, em tal prática, em tal exercício de governo, este trabalho, este estudo tem por objetivo buscar saber quais são os efeitos desta passagem: do liberalismo ao neoliberalismo. Para tal intento serão do is os pontos a serem examinados, a saber, as relações entre o mercado e o Estado e o aparecimento do chamado homo oeconomicus. A tensão existente entre as subjetividades dos cidadãos que compõem o Estado e a mínima administração deste. Isto é, de que forma o mercado, as relações de mercado se entrelaçam ou adentram nesta tensão. Equivale, portanto, questionar quem detêm o poder na governamentabilidade liberal: o Estado ou o mercado? As relações sociais no modelo de mercado econômico que outrora eram de troc a, passam a ser relações de concorrência. Assim, a concorrência nas relações humanas propicia o desenvolvimento do chamado capital humano. E, para firmar, solidificar ou pactuar estas relações sociais, o direito e a economia consolidam um casamento perfeit o. Deste modo, sociedade civil e o homo oeconomicus fazem parte de um conjunto chamado tecnologia da governamentabilidade liberal. Gerenciar ou governar passa a ser modelar as subjetividades que a compõem. Ou seja, governar, no modelo neoliberal, significa administrar as subjetividades que estruturam o Estado. No entanto, este „governar‟ significa, tão somente, gerenciar o chamado capital humano – o ser humano que investe em si mesmo |
