| Resumen en inglés | The creation of the department of Risaralda in 1966, whose campaign was based on the premise of the construction of Colombia"s "pilot department", established the emergence of a new regional power camp in the country. However, the projection of that promise was only and exclusively a rhetorical element in the separatist campaign, which completely vanished in the administrative political functioning of the new territorial entity from its inception due to conflicts of interest of the liberal and conservative parties, and their factions in the struggle for political power. |

| Resumen en español | La creación del departamento de Risaralda en 1966, cuya campaña se basó en la premisa de la construcción del "departamento piloto" de Colombia, estableció la aparición de un nuevo campo de poder regional en el país; sin embargo, la proyección de dicha promesa fue única y exclusivamente un elemento retórico en la campaña separatista, que se desvaneció en el funcionamiento político administrativo del nuevo ente territorial desde sus inicios, debido a los conflictos de intereses de los partidos liberal y conservador, y de sus facciones en la lucha por el poder político. |
