Resumen en español | Este trabajo se enfoca en el análisis de las tensiones, resistencias y contradicciones que recorren el proceso de instalación del discurso de igualdad de géneros y de una institucionalidad abocada al tema a partir de la década de 1990, en el marco del proceso de redemocratización de la sociedad chilena. Nos centramos particularmente en la discusión que se dio a nivel parlamentario y en dos iniciativas, la modificación del Artículo 1° de la Constitución Política y el Primer Plan de Igualdad de Oportunidades, impulsadas por el SERNAM (Servicio Nacional de la Mujer). Pero comprender el tránsito de la resistencia al “discurso de género” hasta su aceptación al menos aparente, requiere también de la revisión de algunos antecedentes históricos en torno a la relación de las mujeres y el Estado, y el carácter de la inclusión de los temas “femeninos” generalmente asociados a la maternidad y la familia. Por esta razón y desde una mirada de largo plazo revisamos la trayectoria de los organismos femeninos de carácter estatal y los discursos que han recorrido la sociedad chilena durante gran parte del siglo XX sobre el papel de la mujer en el espacio público en tanto madre, trabajadora y ciudadana |
Resumen en inglés | This work focuses on the analysis of the tensions, resistances and contradictions that are part of installation process of gender equality discourse which was institutionalized in the 1990s, as part of the process of re-democratization of the Chilean society. We focus particularly on the discussion that took place at the parliamentary level, and in two initiatives, the amendment of Article 1° of the Constitution and the First Plan for Equal Opportunities conducted by SERNAM (Woman National Service). But understanding the transition from resistance to “gender equality discourse” until at least an apparent acceptance, requires also the review of some historical background about the relationship between women and the state, and the character of the inclusion of the female issues, usually associated with motherhood and family, and the agencies created especially for this purpose since the mid twentieth century under governments of different political orientations. For this reason and from a long term perspective, the article also proposes a review of the trajectory of women’s state agencies and the ideas that have traveled the twentieth century on the role of woman in the public sphere as mother, worker and citizen |
