| Resumen en inglés | Angola, after the end of the Civil War in 2002, rises as an important pole of power on the African Continent. In this context, the South Atlantic presents itself as an important environment for regional and global interaction. Likewise, the Community of Portuguese-Speaking Countries (CPLP) is a regional cooperation forum that has the sea as one of its unifying factors. Despite this, Angola does not play a leading role in the Community. The question thatguides this research is how Angola's participation in the CPLP could be an instrument of its regional projection. It is assumed that Angola's difficulties in structuring a maritime policy have a negative impact on its role within the Community. The general objective of the article is to analyze Angola's post-Civil War foreign policy, especially in the South Atlantic issues and participation in the CPLP, with regard to its regional projection. The research is qualitative, with a hypothetical-deductive method, with a historical and comparative approach; for that, bibliographic and documental research will be used. It is concluded that the flaws in Angolan politics and the institutional difficulties of the CPLP make it difficult for Angola to participate in the Community |
| Resumen en portugués | Angola, depois do encerramento da Guerra Civil em 2002, ascende como um importante polo de poder no Continente Africano. Nesse contexto, o Atlântico Sul apresenta-se como um importante ambiente de interação regional e global. Da mesma forma, a Comunidade dos Países de Língua Portuguesa (CPLP) é um fórum de cooperação regional que tem no mar um dos seus fatores de aglutinação. Apesar disso, Angola não atua com protagonismo na Comunidade. A questão que norteia essa pesquisa é como a participação de Angola na CPLP pode ser um instrumento de sua projeção regional. Parte-se do pressuposto que as dificuldades de Angola de estruturar uma política marítima impactam negativamente no seu papel dentro da Comunidade. O objetivo geral do artigo é analisar a política externa de Angola pós-Guerra Civil, em especial nas questões do Atlântico Sul e da participação na CPLP, no tocante a sua projeção regional. A pesquisa é qualitativa, com método hipotético-dedutivo, com abordagem histórica e comparativa; para tanto, será empregada pesquisa bibliográfica e documental. Conclui-se que as falhas na política angolana e as dificuldades institucionais da CPLP dificultam a participação de Angola na Comunidade |
