| English abstract | It analyzed the reasons for which the Development Plan is nether effective nor efficient. Overall the Development Plan that should guide the city’s urban policy became a piece of ideological content developed by experts and unenforceable. This is occurs from its regulation when some institutions are no longer regulated or the regulation does not reach the proposed objectives, or when the plan is simply abandoned or ignored by governments that comes after its elaboration. Even though the development plan is a constitutional requirement, the municipalities do not follow it properly, especially with regard to the legislative rules that operate the urban space. From the evaluation of the Development Plan of Goiânia and its supplementary legislation, it was verified that in various moments and for many different reasons this legislation did not become effective |
| Portuguese abstract | Analisaram-se as razões pelas quais o Plano Diretor não é plenamente eficaz nem efetivo. De modo geral o Plano Diretor que deveria nortear a política urbana do município tornou-se uma peça de conteúdo ideológico elaborada por especialistas e sem aplicabilidade. Isto ocorre a partir de sua regulamentação quando alguns institutos deixam de ser regulamentados ou a regulamentação não alcança os objetivos propostos, ou ainda quando o plano é simplesmente abandonado ou ignorado pelos governos posteriores à sua elaboração. Apesar de se constituir em exigência constitucional os municípios não atentam devidamente para o planejamento, principalmente no que tange às normas legislativas que regulam o espaço urbano. Do exame do Plano Diretor de Goiânia e sua legislação suplementar, verifica-se que em vários momentos e por razões diversas esta legislação não se tornou efetiva |
