| English abstract | The article aims to analyze the formulation of the Brazilian Foreign Policy in the context of the Malvinas War (1982), focusing on the understanding of the position adopted by the most relevant actors in this process. Thus, the present study seeks to understand the Brazilian diplomatic option for “imperfect neutrality”, as well as to identify and analyze the influence of the actors involved in the process of formulation and implementation of the foreign policy regarding the conflict. It is argued that the Brazilian government acted constrained by the internal conjecture and its historical bilateral relations with Argentina, as well as the centrality of the austral country to the Figueiredo’s government and the peculiar characteristics of the Brazilian Foreign Affairs Ministry. In this sense, the identification of the “decision-making unit” prevalent in structuring the national positioning regarding the Anglo-Argentine dispute under analysis emerges as an important variable for the understanding of the country's position throughout the work |
| Portuguese abstract | O artigo analisa a formulação da Política Externa Brasileira (PEB) no contexto do conflito da Guerra das Malvinas (1982), tendo como foco principal o entendimento da posição adotada pelos atores mais relevantes no âmbito deste processo. Assim, o presente estudo busca compreender a opção diplomática brasileira pela “neutralidade imperfeita”, bem como identificar e analisar a influência dos diferentes atores envolvidos no processo de formulação e implementação da política exterior relativa ao conflito. Argumenta-se que a atuação do governo brasileiro resultou do contexto histórico nacional e de relacionamento bilateral com a Argentina, pela centralidade do país vizinho para o governo de João Figueiredo (1979-1985) e pelas características institucionais do Ministério das Relações Exteriores (MRE). Neste sentido, a identificação da unidade de decisão prevalente, nomeadamente o Ministro das Relações Exteriores do Brasil à época, Ramiro Saraiva Guerreiro, e o Presidente da República, João Figueiredo, na estruturação do posicionamento nacional no que tange à disputa anglo-argentina em análise surge como uma variável importante para a compreensão da postura do país ao longo do trabalho |
