| Spanish abstract | Este artículo expone la manera en que se dio solución a la necesidad de convocar a elecciones para formar el Congreso Constituyente de Querétaro, el cual habría de sentar las bases jurídicas e institucionales del México del siglo XX. El origen de aquel congreso se avisaba en el Plan de Guadalupe (1913), de Venustiano Carranza; quien, además de proponer acciones relativas a la vida política y militar interna de México, también tomó en sus manos la facultad de decidir cuál sería la postura del movimiento constitucionalista ante los gobiernos extranjeros, entre otras cuestiones |
| English abstract | This article discusses how a solution was found to the need to call elections to form the Constituent Congress of Querétaro, which laid the legal and institutional foundations of twentieth-century Mexico. The origin of that congress was announced in the Plan de Guadalupe (1913) by Venus- tiano Carranza, who, in addition to proposing actions related to the politi- cal and internal military life of Mexico, also took control of deciding the stance of the Constitutionalist movement in the face of foreign governments, among other issues |
