| Spanish abstract | En este artículo el autor busca llevar a cabo una aproximación teórica sobre la ciudadanía social, la cual está en las bases del discurso público que da sentido a las políticas sociales que emanan del Estado. Comprendiendo que si bien el liberalismo igualitario ha dado ciertas respuestas a las desiguales condiciones socioeconómicas que atentan contra la ciudadanía, mantiene un modelo centrado en el individuo y sus libertades. Este modelo, al ser aplicado en la lucha contra la pobreza, termina posicionando a ésta como un obstáculo para el ejercicio de la libertad individual en la esfera privada, dejando a un lado la visión de un ciudadano pensado desde lo público y como miembro activo de la comunidad. Junto a esta aproximación teórica, se realiza una breve revisión general de dos políticas sociales aplicadas en Chile –como lo son el reconocido Programa “Chile Solidario” y “Pavimentos Participativos” –, dando cuenta de la relevancia de las concepciones y modelos de ciudadanía preponderantes en las políticas públicas y la necesidad de dar una mejor respuesta para la comprensión de la pobreza, a partir del fortalecimiento de una ciudadanía que vaya más allá de un modelo que se centre en el individuo y sus libertades |
| English abstract | In this article the author seeks to develop a theoretical analysis to the concept of social citizenship. This concept is found at the base of the public discourse that at the same time gives meaning to the social policies of the state. While egalitarian liberalism has given certain responses to the social inequalities that threaten the citizenry, this conception remains centered on the individual and his liberties. When applied to the struggle against poverty, this model turns out to be an obstacle for the exercise of individual liberty in the private sphere, leaving aside the public vision of the citizen as an active member of the community. Together with the theoretical analysis, this article also briefly reviews two social policies applied in Chile, known as “Chile Solidario” and “Pavimentos Participativos.” This article note the relevance of the conceptions and models of citizenship that predominate in the public policy as well as the need to give a better response in order to have a better understanding of poverty. The author seeks to strengthen the concept of citizenship by going beyond a model focused on the individual and his liberties |
