| Spanish abstract | La presente investigación se desarrolla a partir de un caso real que gráfica la dificultad para acceder a un servicio de interés general: la provisión de alcantarillado urbano en cierto sector carente de esta inversión que es atendida por un monopolio privado. Para ello se analiza la evolución histórica de la cobertura en Chile; cómo es afectada por la privatización del sector del agua, la manera en la que es abordada por la regulación actual, cuáles son las gestiones del proceso, los actores involucrados y la relación con las tarifas. Identificadas las principales dificultades –dadas por los incentivos que presenta la regulación para postergar la inversión privada y los altos costos de transacción asociados a la obtención de la fracción de financiamiento del sector público–, se sugieren medidas al respecto |
| English abstract | The following research is based in a real situation that shows how hard is to get a public service in an area where there is no sewage because of the lack of investment by a private monopoly. The historic evolution of the coverage of these service in Chile is analyzed; How it is affected by the privatization, the way it is addressed by the current regulations, which are the procedural guidelines of the process, the actors and the relations with fares. Identified the main obstacles or difficulties –given by the incentives that are given by the regulation to pass over the private invesment and the high costs of transactions associated to the acquisition of a public funding–, there are suggested solutions for these problem |
