| Spanish abstract | En la actualidad, Venezuela es escenario no sólo de la actuación paramilitar, sino también de acciones muy concretas que apuntan a la construcción silenciosa de un "paraEstado" en su territorio, a la imagen y semejanza de los paraEstados colom- bianos. La estrategia de construir Estados paralelos a la figura tradicional del Estado, caracterizado porfronteras dtifinidas, Fuerzas Armadas unidas yúnicas, cabeza común yreconocida, forma parte de los mecanismos de injerencia norteamericana en la región latinoamericana con el objetivo de desestructurarlos Estados-nación y fortalecer su hegemonía en el mundo. Los actores que componen este sistema de injerencia son, principalmente, el DAS-CIA, el paramilitarismo y la oligarquía colombiana con financiamiento del narcotráfico. Hasta ahora, delitos como el sicariato, el secuestro express, el cobro de vacunas, los azotes de barrio y las masacres con un grado de violencia acentuado han sido las primeras manifestaciones de la creación de dicho paraEstado, ya que con ellas se busca desestabilizar la sociedad. Pero existen dos eslabones que son mucho más preocupantes porque tocan, no sólo desde el punto de vista coyuntural, la vida de los venezolanos, sino también estructuralmente a través de dos fines: derrocar el gobierno y fraccionar el Estado venezolano. En este contexto, se puede afirmar que no sólo está en juego la existencia misma del Estado venezolano, sino su supervivencia fundamentada en el modelo de democracia participativa |
| English abstract | Today, Venezuela is the scene not only of paramilitary activity but also of very specific actions aimed at building a silent "para-state" in Venezuela to the image and likeness of Colombian para-states. The strategy of building parallel states to the traditional figure of the state, characterized by: defined borders, united armed forcesand a unique, common and recognizable head, is part of the mechanisms of U.S. inherency in Latin America in order to deconstruct nation-states and strengthen its position in the world. The players in this inherency system are mainly the DAS-CIA and the paramilitary and Colombian oligarchy financed through drug trafficking. So far, crimes such as hired killers, express kidnapping, a variety of blackmail systems (the so-called vaccines), neighborhood delinquents ("azotes de barrio") and massacres with a heightened level of violence have been the first demonstrations of such para-state, since it is through them that it seeks to destabilize society. But there are two links that are far more alarming, because they deal not only with the structural point of view but also with a situational point of view of the life ofVenezuelans: to overthrow the government and deconstruct the Venezuelan state. In this context we can say that the existence of the Venezuelan state is not only at stake, but also its existence based on the model of participatory democracy |
