| Spanish abstract | La mayor parte de los municipios afectados por la constante historia de la violencia en Colombia están localizados en territorios de frontera interna y de colonización. Allí, las contradicciones por la propiedad de la tierra y la incapacidad para proveer servicios sociales se hicieron más profundas. Se trata de la Colombia agraria, con instituciones que no corresponden a las lógicas y las prioridades de los campesinos que las habitan y que por ello requiere una verdadera refundación de instituciones con eje en el fortalecimiento de capacidades personales e institucionales, que se ajusten a los nuevos retos para sus habitantes y los desmovilizados que llegarán, pero sobre todo para lograr dar respuesta de una vez por todas, a las demandas que persisten desde hace cincuenta años y que sirvieron de base para el alzamiento en armas |
| English abstract | Most of the municipalities affected by the continuing history of violence in Colombia are located in areas of internal frontier and colonization. There, the contradictions in the ownership of the land and the inability to provide social services deepened. This is about the agrarian Colombia, with institutions that do not correspond to the logic and the priorities of the peasants who inhabit there and therefore it requires a true refunding of institutions with an axis in the strengthening of personal and institutional capabilities, that meet the new challenges for its people and demobilized ones to come, but above all to achieve to answer once and for all, to the demands that persist for fifty years and which formed the basis for the armed uprising |
