| English abstract | The history of “Special” Education in Brazil is marked by the presence of the specialist. Since the first initiatives in specialized institutions – still in the nineteenth century – until the implementation of Inclusive Education – from the influence of the Declaration of Salamanca in 1994 on – we have found the presence and enhancement of technical knowledge. From a non evolutionary historical perspective, this article aims to highlight some points of special education in Brazil, to reflect the role of the specialist and their possible influences on the current inclusive education policy, which has been presented as a change of paradigm in the educational system |
| Portuguese abstract | A história da Educação Especial no Brasil é marcada pela presença do especialista. Desde as primeiras iniciativas em instituições especializadas – ainda no século XIX – até a implantação da Educação Inclusiva – a partir da influência da Declaração de Salamanca, em 1994 –, percebe-se a presença e a valorização do saber técnico. A partir de uma perspectiva histórica não evolutiva, o presente artigo pretende destacar alguns momentos da educação especial no Brasil, a fim de refletir sobre o papel preponderante do especialista e suas possíveis ressonâncias na atual política de educação inclusiva, que tem se apresentado como uma mudança de paradigma no sistema educacional |
